Eligibility for Undergraduate Domestic (Ontario Resident) Tuition
Students charged Domestic (Out-of-Province Resident) tuition fees may be eligible for Domestic (Ontario Resident) tuition fees based on their residency status. You may submit the Undergraduate Domestic (Ontario Resident) Tuition Fee Request along with the required supporting documentation listed below.

You are:

A dependent student and your parent's primary residence is in Ontario
Required Documentation:
Both:
- Proof of dependent relationship.*
- Proof of parent's most recent Notice of Assessment confirming residency in Ontario.
OR
All:
- Proof of dependent relationship.*
- Parent's property tax bill or residential lease agreement.
- One of the following:
- Utility bill (e.g., hydro, gas, water, cable, cell phone)
- Valid Provincial issued Photo ID (e.g., Ontario Driver's License, Ontario Photo Card)
- Child Tax Benefit statement
- Home Insurance policy
- Statement of Employment Insurance Benefits Paid (T4E)
- Statement of Old Age Security (T4A) or Canada Pension Benefits (T4A)
*Suggested supporting documentation demonstrating the dependent relationship between you and your parents:
- A Canadian long form birth certificate with parental information
- A foreign birth certificate translated into English with parental information
- Parent’s Record of Landing document (IMM 1000) with list of accompanying family members
- Parent’s Confirmation of Permanent Residence Visa with list of accompanying family members
- Notice of Decision document from the Immigration and Refugee Board of Canada with list of accompanying family members

As a dependent student, you do not have to be living with your parents during your study period.

An independent student, your primary residence is in Ontario, and Ontario is the last province you have lived in for 12 months in a row prior to being a post-secondary student
Required Documentation:

- Proof of your most recent Notice of Assessment confirming residency in Ontario.
OR
Both:
- Your spouse/partner’s property tax bill or residential lease agreement covering the last 12 months.
- One of the following documents:
- Utility bill (e.g., hydro, gas, water, cable, cell phone)
- Valid Provincial issued Photo ID (e.g., Ontario Driver's License, Ontario Photo Card)
- Child Tax Benefit statement
- Home Insurance policy
- Statement of Employment Insurance Benefits Paid (T4E)
- Statement of Old Age Security (T4A) or Canada Pension Benefits (T4A)

An independent student, your spouse or common-law partner's primary residence is in Ontario, and Ontario is the last province your spouse or common-law partner has lived in for 12 months in a row
Please refer to the below information to identify the type of partnership that applies to you and the required supporting documentation.
Married
Either:- A Canadian marriage certificate.
- Foreign marriage certificate translated into English.
Common-Law
Both:
- Declaration of a common law union (IMM 5409) or a notarized affidavit of common-law status.

Any one document with both names providing evidence of co-habitation for the last 3 years such as a tax statement, mortgage statement, property tax bill, or lease agreement.
Co-habitation and Dependent Children
Both:
- Proof of a dependent child* (natural or adoptive) such as a Canadian long form birth certificate with parental information, a foreign birth certificate translated into English with parental information, or proof of adoption with parental information.
- Any one document with both names providing evidence of co-habitation such as a tax statement, mortgage statement, property tax bill, or lease agreement.
- Under age 22 and not a spouse or common-law partner.
- Enrolled continuously at a college, university or other educational institution and dependent substantially on the financial support of the parent since before age 22 or since becoming a spouse.
Additional Mandatory Requirements:
Either:
- Your spouse/partner's most recent Notice of Assessment confirming residence in Ontario.
OR
Both:- Your spouse/partner’s property tax bill or residential lease agreement covering the last 12 months.
- One of the following documents:

Approved for permanent residency through the Ontario Immigrant Nominee Program (OINP)
Required Documentation:
Both:
- A Confirmation of Nomination letter from the Ontario Ministry of Citizenship and Immigration confirming your participation in the program.
- Proof of Permanent Resident status or approval in principle status (AIP) such as a valid PR Card, Confirmation of Permanent Resident (COPR) document, or approval in principle (AIP) letter.

Receiving funding from the Ontario Student Assistance Program (OSAP) or you have a confirmed OSAP funding assessment for the current academic session; or you were a recipient of OSAP, or had a confirmed OSAP funding assessment in a past year and have not had a break in enrolment
Required Documentation:
Please continue to submit the Undergraduate Domestic (Ontario Resident) Tuition Fee Request; no additional documentation is required as the University will determine your OSAP funding status.

An Indigenous Person of Canada (e.g., First Nations, Inuit and Metis)
Required Documentation:
Either:
- A copy of an Indian status card or its previous alternatives, such as the Certificate of Indian Status “All-in-one,” Certificate of Indian Status “Pilot Project,” and Laminated Certificate of Indian Status.
- A copy of a Métis Nation citizenship card from one of the five provincial affiliates (Métis Nation of Ontario, Métis Nation Saskatchewan, Métis Nation of Alberta, Métis Nation British Columbia, Manitoba Métis Federation) of the Métis National Council; or a valid membership card from one of the Metis Settlements of Alberta, the Northwest Territory Métis Nation.
- A copy of an Inuit enrolment card issued by any one of the four Inuit modern treaty bodies—Nunavut, Nunatsiavut, Nunavik, or Inuvialuit.
- Other documents to support claims to identity will be thoroughly reviewed and considered on a case-by-case basis.

A dependent student whose parents are recently deceased and at least one of your parents was residing permanently in Ontario at the time of death
Required Documentation:
All:
- Proof of dependent relationship.*
- Official death certificate.
- Proof of parent's most recent Notice of Assessment confirming residency in Ontario.

- Proof of dependent relationship.*
- Official death certificate.

A student in extended society care
Required Documentation:
A letter from a person officially designated by the Children’s Aid Society to confirm the care of the student.
Required format:
- On Children’s Aid Society letterhead (address included)
- Include official’s name and contact information
- Signed and dated

Conditions
Please note that meeting the above conditions does not guarantee a change to domestic (Ontario Resident) fees. Tuition fee setting is at the sole discretion of the university.
Conditions
- Approved tuition fee changes are valid for the duration of the applicable related supporting documentation.
- A student may be required to prove their status at any time during their studies and/or provide additional documents.
- All supporting application documents must be available for official photo ID matching if needed.
- All documents must be valid during the period of study.
- If approved, the student must inform the university of any changes regarding residence status.
- To apply for the domestic (Ontario Resident) tuition rate, all students must submit satisfactory proof of status.
- Application must be submitted by the student and can only be discussed directly with the student.

Definitions
Domestic Student
For the purposes of this process guideline, a ‘domestic student’ is:
- A Canadian Citizen within the meaning of the Citizenship Act or;
- An Indigenous person who is recognized as a First Nations (status or non-status), Métis, or Inuit or;
- A Permanent Resident, Protected Person, and Convention Refugee within the meaning of the Immigration and Refugee Protection Act or;
- A person who has been approved “in-principle” for permanent resident status in Canada.
Parent
The term ‘parent’ or ‘parents’ refers to one or both birth parents, adoptive parents, step-parents, legal guardians, or official sponsors.
Approved in Principle (AIP) and Acknowledgement of Receipt (AOR)
According to the Government of Canada, a permanent residence applicant has been “approved in principle” when they have received a letter from Immigration, Refugees and Citizenship Canada (IRCC) stating that they meet the permanent residence eligibility requirements, but they have to pass the medical, security and background checks.
Independent Student
You are an independent student if one of the following is true:
- you are married or in a common law relationship or;
- you are a parent or;
- you have been out of high school for 6 or more years at the start of your study period or;
- you have worked full-time for at least 24 months in a row or;
- both your parents are deceased or;
- you are currently a child in Extended Society Care or in the care of the Crown just prior to age 18 or;
- you are currently receiving a Continued Care and Support for Youth program allowance from your Children’s Aid Society.
Dependent Student
You are a dependent student if all of the following are true:
- you are not married or in a common-law relationship and;
- you are not separated, divorced or widowed and;
- you are not a parent and;
- you have been out of high school for less than 6 years before the start of your study period and;
- you have not worked full-time for at least 24 months in a row.
Child in extended society care
As defined by the Ontario Student Assistance Program (OSAP), a child in extended society care has been placed in the care and custody of the Crown by a court order made under the Child, Youth and Family Service Act. This was formerly referred to as a Crown ward.
Common-law relationship
As defined by the Ontario Student Assistance Program (OSAP), you are living in a common-law relationship if you and your spouse:
- have cohabitated continuously for a period of at least 3 years or;
- are in a relationship of some permanence and are the natural or adoptive parents of a child.
